Section 440
‘(A) means expenditures to provide voluntary home visitation for as many families with young children (under the age of school entry) and families expecting children as practicable, through the implementation or expansion of high quality home visitation programs that–
‘(i) adhere to clear evidence-based models of home visitation that have demonstrated positive effects on important program-determined child and parenting outcomes, such as reducing abuse and neglect and improving child health and development;
‘(ii) employ well-trained and competent staff, maintain high quality supervision, provide for ongoing training and professional development, and show strong organizational capacity to implement such a program;
‘(iii) establish appropriate linkages and referrals to other community resources and supports;
‘(iv) monitor fidelity of program implementation to ensure that services are delivered according to the specified model; and
‘(v) provide parents with–
‘(I) knowledge of age-appropriate child development in cognitive, language, social, emotional, and motor domains (including knowledge of second language acquisition, in the case of English language learners);
‘(II) knowledge of realistic expectations of age-appropriate child behaviors;
‘(III) knowledge of health and wellness issues for children and parents;
‘(IV) modeling, consulting, and coaching on parenting practices
‘(V) skills to interact with their child to enhance age-appropriate development
‘(VI) skills to recognize and seek help for issues related to health, developmental delays, and social, emotional, and behavioral skills; and
‘(VII) activities designed to help parents become full partners in the education of their children;
‘(B) includes expenditures for training, technical assistance, and evaluations related to the programs; and

There are segments of all our communities that need this kind of help. There are many parents who have no idea what they are doing to raise their children and they are the ones who need training. I has to do with HEALTH, you know.
I believe this plan has been in effect for many years already. It is not new.

If you are going to post things like this, then include the correct context.
This section of the bill is for low-income families that would need to take advantage of a government-sponsored healthcare plan, such as families in public housing or who are already receiving some other sort of public assistance.

Your painstaking efforts to show readers this part of the health care bill have demosnstrated that Obama appears to be thinking, dreaming and seeing in red and pink, as do other socialists and ommunists.
I am trying to answer you bluntly: If the government and its workers come into your home they will rob it blind! The government employs work for many civil servants in the capacity of social worker, home care nurse, psychiatric nurse and a number of other titles. These programs tend to make work and a pay cheque for government emplyees and civil servants who are low enough to ask “stonecutters” connected in some way with the government, for “help”. Often they do more harm than good. They are demeaning to the parents, treating them as incompetents. They also seem to work under the motto of “Divide and conquer.”
My mom once had a government subsidized home day care, operated under the aegis of the Department of Social Services, and it was robbed blind by freeloader parents.
Socialized programs seem to be designed for the government to rob people while offering them some token amount of money or support. Like the Stimulus program proposed by Obama, it seems to be designed and potentially implemented for the benefit of the government emplyees from politicans to civil servants to conspirators with the civil servants.

Universal Health care is a bull s***. It’s another stab at our constitution and the Gov. does not give a rat’s *** about the people who live in any of the states. They just want to make more laws and hope you don’t notice your Civil Liberties are slowly being taken away. Do you want America to end up like Europe?
